US aid seems secure despite Egyptian turmoil

By Tom Curry, National Affairs Writer, NBC News

Almost exactly two years ago during the exhilaration of ?Arab Spring,? there were soaring hopes both inside Egypt and abroad that with the overthrow of the autocratic Hosni Mubarak, an era of democracy and human rights might be dawning.

Today despite the change of leaders from Hosni Mubarak to Mohammed Morsi, authoritarian rule in Egypt continues -- and so too in all likelihood will U.S. aid to that country.

A man walks past riot police as he covers his face from tear gas during clashes with protesters opposing Egyptian President Mohamed Mursi, along Simon Bolivar Square, which leads to Tahrir Square, in Cairo Jan. 30, 2013. Egyptian President Mohamed Mursi flew to Germany on Wednesday to try to convince Europe of his democratic credentials, leaving behind a country in crisis after a week of violence that has killed more than 50 people.

For the current fiscal year, President Obama is requesting $1.55 billion in aid to Egypt, about 80 percent of it in the form of military assistance.

At this point, there appears to be no serious threat that Congress might block or cancel funds for Egypt, even given the arbitrary action?Morsi has taken in recent months ? such as his declaration that his decisions are immune from judicial review until a new constitution is adopted. On Sunday,?Morsi imposed a state of emergency in three Egyptian cities torn by riots and protests. Gen. Abdel Fattah al-Sisi, the head of the Egyptian military, warned Tuesday that the ?collapse of the state? would occur if the warring factions in the country did not come to terms.

Sen. John McCain, R- Ariz., who recently got back from a trip to the Middle East with other senators that included an interview with Morsi, told reporters Tuesday American aid should not be delayed while the U.S. waits for events to settle down in Egypt.

A delay might ?contribute to the chaos that may ensue because of their collapsing economy,? McCain warned. ?Their biggest problem is a collapsing economy. The Israelis are in favor of continuing the aid to Egypt. I think that?s important. We listen a lot to the Israelis.?

Illustrating a foreign policy divide in Republican ranks, Sen. Rand Paul, R- Ky., challenged secretary of state nominee Sen. John Kerry, D- Mass., at his confirmation hearing last week on why the United States should pay to send F-16 fighters to?Morsi?s regime.

Recommended:?Two pressure points to watch on immigration

Last September, in the aftermath of attacks on American diplomats in Libya and Egypt, Paul declared in a Senate speech, ?Not one penny more for Libya or Egypt or Pakistan until they act as our allies. Some say we have to keep sending it. Fine, let?s send it when they act as our allies. Let?s send it when they start behaving as civilized nations and come to their senses.?

?The American people are tired of this,? Paul said. ?Our Treasury is bare. There is a multitude of reasons why we should not continue to send good money after bad.?

According to a recent Congressional Research Service report, "Between 1948 and 2011, the United States provided Egypt with $71.6 billion in bilateral foreign aid, including $1.3 billion a year in military aid from 1987 to the present. Since 1979, Egypt has been the second-largest recipient, after Israel, of U.S. bilateral foreign assistance."

But in his opposition to more U.S. taxpayer subsidies for Egypt, Paul remains very much an outlier both in his party and in the Senate as whole.

Kerry explained to his colleagues last week that Egypt is simply too important for America not to fund.

?We have critical interests with Egypt,? he said. ?Egypt has thus far supported and lived by the peace agreement with Israel. And has taken steps to begin to deal with the problem of security in the Sinai. Those are vital to us and to our national interests and to the security of Israel.?

And on Tuesday an array of senators agreed with Kerry and McCain that the flow of U.S. funds to?Morsi must continue.

When senators are asked about funding, the term they use is ?engagement.? Asked whether the turmoil in Egypt should cause a pause in U.S. aid, Sen. Bob Corker, R- Tenn., the senior Republican on the Senate Foreign Relations Committee, said Tuesday, ?I don?t think it should affect our engagement, necessarily, with the country.?

Related:?Senate votes to confirm Kerry as secretary of state

Sen. Bob Casey, D- Pa., who has been serving as chairman of the Foreign Relations subcommittee on the Middle East, noted that ?I have always said when we provide aid, it?s never unconditional and we should always evaluate our aid in the context of what?s happening at a particular time. But I don?t favor these blanket aid bans that we often hear debated here (in the Senate).?

Another Democrat on the Foreign Relations Committee, Sen. Chris Coons, D- Del., who was on the recent trip to Middle East with McCain, said the senators? discussion with?Morsi touched on ?the importance of ongoing U.S. support for their economy, for their military,? as well as ?their progress toward full democracy? and Egypt?s adherence to its obligations under the 1979 peace treaty with Israel.

Coons noted that there has been a hold on U.S. economic development assistance for the Cairo regime since mid-2012.

According to CRS, Rep. Ileana Ros-Lehtinen, R- Fla., then chairwoman of the House Foreign Affairs Committee and Rep. Kay Granger, R - Texas, House Foreign Operations Appropriations Subcommittee chairwoman, placed holds on $450 million in economic aid to Egypt.

?The question isn?t: would we further delay it (aid) ?? Coons said, ?The question is: Is there a time when we?re going to begin releasing aid and providing some ongoing support to the Egyptian government??

That hold is on economic development aid, but what about military aid, which is far larger?

Coons said the bipartisan delegation of senators had a ?very positive? meeting with Egypt?s defense minister during their trip two weeks ago. ?I came away from that convinced that we have a strong shared commitment to regional security and peace and that we are making a responsible investment of U.S. dollars in sustaining our military-to-military relationship.?

So, he added, ?To the extent that they continue to make progress toward democracy, openness, and respecting their treaty obligations, I will continue to support U.S. assistance to Egypt.?

But Coons added Tuesday he wanted to get a briefing on the latest round of turmoil in Egypt.

SAN DIEGO ?With The Road to WrestleMania clearly underway in the aftermath of Royal Rumble, WWE Main Event kicked off with a special edition of ?Miz TV? featuring Ryback. Also, Tensai battled Titus O?Neil in an epic clash of two powerful Superstars.

Ryback is The Awesome One?s guest on ?Miz TV? (PHOTOS | WATCH)

Before welcoming Ryback to ?Miz TV,? The Awesome One acknowledged the risk he was taking by having the hungry Superstar on his talk show ? the last time Ryback was on ?Miz TV,? he completely destroyed the set. The massive competitor joined the ?Most Must-See WWE Talk Show? in history, however, to discuss United States Champion Antonio Cesaro, who walked away from his match with Ryback last week on WWE Main Event. Following a powerful Meathook clothesline, The Swiss Superman allowed himself to be counted out ? although the U.S. Champion could not escape Ryback?s wrath for long as both Superstars were set to compete in a rematch following ?Miz TV.?

Just as The Miz and Ryback touched on their mutual animosity toward Cesaro, the Swiss-born Superstar made his way to the ring, screaming at his rivals about how they are ?typical Americans? and conspiring against him. The U.S. Champion?s tirade only enraged Ryback, who followed Cesaro to the squared circle, hungry for a battle.

Better way to culture central nervous cells

Jan. 29, 2013 ? A protein associated with neuron damage in Alzheimer's patients provides a superior scaffold for growing central nervous system cells in the lab. The findings could have clinical implications for producing neural implants and offers new insights on the complex link between the apoE4 apolipoprotein and Alzheimer's disease. Results appear in the journal Biomaterials.

A protein associated with neuron damage in people with Alzheimer's disease is surprisingly useful in promoting neuron growth in the lab, according to a new study by engineering researchers at Brown University. The findings, in press at the journal Biomaterials, suggest a better method of growing neurons outside the body that might then be implanted to treat people with neurodegenerative diseases.

The research compared the effects of two proteins that can be used as an artificial scaffold for growing neurons (nerve cells) from the central nervous system. The study found that central nervous system neurons from rats cultured in apolipoprotein E-4 (apoE4) grew better than neurons cultured in laminin, which had been considered the gold standard for growing mammalian neurons in the lab.

"Most scientists assumed that laminin was the best protein for growing CNS (central nervous system)," said Kwang-Min Kim, a biomedical engineering graduate student at Brown University and lead author of the study, "but we demonstrated that apoE4 has substantially better performance for mammalian CNS neurons."

im performed the research under the direction of Tayhas Palmore, professor of engineering and medical science and Kim's Ph.D. adviser. Also involved in the project was Janice Vicenty, an undergraduate from the University of Puerto Rico, who was working in the Palmore lab as a summer research fellow through the Leadership Alliance.

The results are surprising partly because of the association of apoE4 with Alzheimer's. Apolipoproteins are responsible for distributing and depositing cholesterols and other lipids in the brain. They come in three varieties: apoE2, apoE3 and apoE4. People with the gene that produces apoE4 are at higher risk for amyloid plaques and neurofibrillary tangles, the hallmarks of Alzheimer's. But exactly how the protein itself contributes to Alzheimer's is not known.

This study suggests that outside the body, where the protein can be separated from the cholesterols it normally carries, apoE4 is actually beneficial in promoting neuron growth.

Growing new neurons

In the body, neurons grow in what's called an extracellular matrix (ECM), a protein-rich scaffold that provides cells with nutrients and a molecular structure in which to grow. To grow neurons in the lab, scientists try to mimic the ECM present in the body. Laminin is a common protein in the body's ECM, and studies have shown that laminin aids the growth of neurons from the peripheral nervous system (nerve cells that grow outside the brain and spinal cord).

It was largely assumed, Kim said, that because laminin was good for growing peripheral nerve cells, it would also be good for growing central nerve cells. That turns out not to be the case.

Kim was inspired to test the effects of apoE4 by a previous study that found that a mixture of apoE4 and laminin promoted CNS cell growth better than laminin alone. "The previous work hadn't tested the effects apoE4 by itself," Kim said. "So we started working on a side-by-side comparison of apoE4 and laminin."

Kim and his colleagues cultured rat hippocampal cells -- a model for mammalian CNS neurons -- in four different treatments: laminin, laminin and apoE4 mixed, apoE4 alone, and bare glass. They found that cells cultured in apoE4 alone performed substantially better than any other treatment. The apoE4 cells were more likely to adhere to the protein scaffold, which is necessary for proper growth. They also showed more robust growth of axons and dendrites, the wire-like appendages that enable neurons to send and receive nerve signals.

Laminin doesn't seem to be of much benefit at all for culturing CNS cells, according to the study. Cells cultured on laminin alone did not perform any better than cells cultured on bare glass.

That was another big surprise, Kim said, because laminin is so widely used in all kinds of neuron cultures.

A second part of the research looked at the chemical pathways through which proteins may enhance neuron growth. Previous work had found two neuron receptors, the gateways through which neurons interact with the outside world, that play a role in how external proteins trigger cell growth. However, when Kim blocked these two receptors, known as integrin and HSPG, he found that apoE4 still enhanced neuron growth. That finding suggests that neurons use an as yet unknown pathway to interact with apoE4.

"This discovery opens up a new target for researchers who are interested in identifying receptors that are important for spurring neural growth," Palmore said.

Application to neural prosthetics

Unlike other cells in the body, nerve cells tend not to regenerate after being damaged by disease or trauma. So researchers hope that they can eventually implant lab-grown cells in the body to treat trauma or neurodegenerative diseases like Alzheimer's.

"People are looking at all these different proteins to see if we can make a material -- a scaffold -- that to a neuron, looks and feels like their natural environment," said Palmore. "The finding that apoE4 is a better protein to add to neural scaffolds is a good breakthrough because most people have been using laminin for the central nervous system models, which turns out to be less than optimal."

The research was supported by the National Science Foundation (HRD-0548311) and the National Institutes of Health.

Researchers solve biological mystery and boost artificial intelligence

By simulating 25,000 generations of evolution within computers, Cornell University engineering and robotics researchers have discovered why biological networks tend to be organized as modules ? a finding that will lead to a deeper understanding of the evolution of complexity.

The new insight also will help evolve artificial intelligence, so robot brains can acquire the grace and cunning of animals.

From brains to gene regulatory networks, many biological entities are organized into modules ? dense clusters of interconnected parts within a complex network. For decades biologists have wanted to know why humans, bacteria and other organisms evolved in a modular fashion. Like engineers, nature builds things modularly by building and combining distinct parts, but that does not explain how such modularity evolved in the first place. Renowned biologists Richard Dawkins, G?nter P. Wagner, and the late Stephen Jay Gould identified the question of modularity as central to the debate over "the evolution of complexity."

For years, the prevailing assumption was simply that modules evolved because entities that were modular could respond to change more quickly, and therefore had an adaptive advantage over their non-modular competitors. But that may not be enough to explain the origin of the phenomena.

The team discovered that evolution produces modules not because they produce more adaptable designs, but because modular designs have fewer and shorter network connections, which are costly to build and maintain. As it turned out, it was enough to include a "cost of wiring" to make evolution favor modular architectures.

This theory is detailed in "The Evolutionary Origins of Modularity," published today in the Proceedings of the Royal Society B by Hod Lipson, Cornell associate professor of mechanical and aerospace engineering; Jean-Baptiste Mouret, a robotics and computer science professor at Universit? Pierre et Marie Curie in Paris; and by Jeff Clune, a former visiting scientist at Cornell and currently an assistant professor of computer science at the University of Wyoming.

To test the theory, the researchers simulated the evolution of networks with and without a cost for network connections.

"Once you add a cost for network connections, modules immediately appear. Without a cost, modules never form. The effect is quite dramatic," says Clune.

The results may help explain the near-universal presence of modularity in biological networks as diverse as neural networks ? such as animal brains ? and vascular networks, gene regulatory networks, protein-protein interaction networks, metabolic networks and even human-constructed networks such as the Internet.

"Being able to evolve modularity will let us create more complex, sophisticated computational brains," says Clune.

Says Lipson: "We've had various attempts to try to crack the modularity question in lots of different ways. This one by far is the simplest and most elegant."

(AP) ? President Barack Obama will meet with police chiefs from three communities that have experienced mass shootings, part of his administration's push to address gun violence.

Obama is drawing attention to the worst shootings of 2012, inviting the police chiefs from: Aurora, Colo., where 12 were killed in July; Oak Creek, Wis., where six died in a Sikh temple assault: and Newtown, Conn., scene of the most recent mass tragedy that left 20 first-graders dead.

A White House official says representatives from the Major Cities Chiefs Association and the Major County Sheriffs Association will also participate in Monday's White House meeting.

Vice President Joe Biden, Attorney General Eric Holder and Department of Homeland Security Secretary Janet Napolitano will attend.

The official spoke on condition of anonymity to discuss the meeting publicly.

Netherlands' Rabobank draws on outsourced IT ?knowledge ...

Rabobank is based in the Dutch city of Utrecht

Dutch cooperative Rabobank has increased its outsourcing of banking software development and testing, via a five-year deal with technology specialist Cognizant that the cooperative hopes will provide it with the benefits of stronger technology.

Representing some 500 local Dutch and international banks, Rabobank has its origin as a federation of local credit unions, focused mainly on food and agribusiness. The company is a cooperative, so it is owned by the local branches, rather than the other way round.

Originally, Rabobank began outsourcing the testing of its corporate banking software to Cognizant, in around 2006/7. Now, according Robert Niesert, executive vice president GICT at Rabobank, the outsourcing agreement has been broadened enormously to include the software behind finance control, procurement, payment and pensions.

?The main reason for outsourcing in this area is knowledge,? Niesert told Banking Technology. ??Cost is not the main factor ? we are focused on the quality of service,? he said. ?If it saves us 10% doing this, that?s an advantage, but the real benefit is better applications. The IT market in the Netherlands is declining ? the number of qualified students who graduate in this area is poor. That is important for us, because IT is essential to what we do.?

Outsourcing solutions have become hugely popular among many businesses for their cost saving potential in recent years. In November, Norwegian broker Christiania?outsourced its execution to specialist company Neonet, in a move aimed at freeing up resources to concentrate on the broker?s core business in research. However, outsourcing occasionally draws criticism from some market participants, especially where there is a lack of local support on the ground for products that may have been developed in another market such as the US or Asia.

Under the deal with Cognizant, the maintenance of applications takes place offshore, but development of new systems takes place on-site in the Netherlands. Niesert is based at Rabobank?s offices in Utrecht, an inland city that was one of the country?s most important in the Middle Ages. Today, he says that he has high hopes that the deal with an outsource specialist can help drive innovation, especially in network technology.

?Cognizant has people on the ground in the Netherlands,? he said. ?We are developing new technology for banking software, and we view this as a long-term partnership that will provide long-term benefits for us and for our customers.?

In the Netherlands, the Dutch central bank De Nederlandsche Bank itself allows Rabobank Group to supervise the ?solvency, liquidity and administrative organisation of? the 500 local banks that are part of the group. The other two major Dutch banks are ING Group and ABN Amro, which are managed separately.

(AP) ? Cissy Houston has a few words, and a few more, for Bobby Brown.

In "Remembering Whitney," the mother of the late Whitney Houston writes that from the start she had doubted whether Brown was right for her daughter. And she thinks that Whitney might not have ended up so "deep" into drugs had they not stayed together.

"I do believe her life would have turned out differently," Houston writes. "It would have been easier for her to get sober and stay sober. Instead she was with someone who, like her, wanted to party. To me, he never seemed to be a help to her in the way she needed."

"Remembering Whitney" came out Tuesday, two weeks short of the first anniversary of Houston's death. She drowned in a hotel bathtub in Beverly Hills, Calif., at age 48. Authorities said her death was complicated by cocaine use and heart disease.

During a recent telephone interview, Houston said she has no contact with Brown and didn't see any reason to, not even concerning her granddaughter, Bobbi Kristina. She reaffirmed her comments in the book that Whitney Houston would have been better off without him. "How would you like it if he had anything to do with your daughter?" she asked.

A request to Brown's publicist for comment was not immediately returned Monday.

Houston said she wanted the book published so the world would not believe the worst about her daughter. Cissy Houston, herself an accomplished soul and gospel singer who has performed with Elvis Presley and Aretha Franklin, describes Whitney as a transcendent talent and vivacious and generous person known affectionately by her childhood nickname, "Nippy." But she acknowledges in the book that her daughter could be "mean" and "difficult" and questions at times how well she knew her.

"In my darkest moments, I wonder whether Nippy loved me," she writes. "She always told me she did. But you know, she didn't call me much. She didn't come see me as much as I hoped she would."

But, "almost always," Whitney Houston was "the sweetest, most loving person in the room."

Brown is portrayed as childish and impulsive, hot tempered and jealous of his wife's success. Cissy Houston describes a 1997 incident when Whitney sustained a "deep cut" on her face while on a yacht with Brown in the Mediterranean. Whitney insisted it was an accident; Brown had slammed his hand on a table, breaking a plate. A piece of china flew up and hit Whitney, requiring surgery to cover any possible scar.

The injury was minor, the effects possibly fateful.

"She seemed sadder after that, like something had been taken away from her," Houston writes.

For years, Whitney's drug problems had been only a rumor to her mother, who writes that concerns expressed by record executive Clive Davis were kept from her by her daughter and others. But by 2005 she had seen the worst. Houston remembers a horrifying visit to the Atlanta home of Brown and Houston, where the walls and doors were spray-painted with "big glaring eyes and strange faces." Whitney's face had been cut out from a framed family picture, an image Cissy Houston found "beyond disturbing." The next time Houston came to the house, she was joined by two sheriff's deputies who helped her take Whitney to the hospital.

"She was so angry at me, cursing me and up and down," she writes. "Eventually, after a good long while, Nippy did stop being angry at me. She realized that I did what I did to protect her, and she later told people that I had saved her life."

Brown and Whitney Houston divorced in 2007, after 15 years of marriage. When she learned that her daughter was leaving Brown, Cissy Houston was "extremely relieved" and "thanking God so much I'm sure nobody else could get a prayer in to Him."

Houston has no doubt that if Whitney were alive she would still be singing and making records. Houston said during her interview that she has seen "Sparkle," a remake of the 1970s movie that came out last summer and featured Whitney as the mother of a singing group struggling with addiction. Although Cissy Houston doesn't like movies about "drugs and all that kind of stuff," she was impressed by "Sparkle."

"I thought she was great in it and all the kids were great," says Houston, who adds that the "whole movie was hard to get through."

The book, too, was painful and her grief continues. She writes that sometimes she hears a doorbell ring and thinks it's Whitney, or sees a vase in a different place and wonders if her daughter is around. Some nights, Cissy Houston wakes up crying, not sure at first where she is.

"But then I get up out of bed, wipe my eyes, wash my face, and lie back down to my sleep. Because that is all I can do," she writes. "I am so grateful to God for giving me the gift of 48 years with my daughter. And I accept that He knew when it was time to take her."

Kenya elections observers to enhance transparency

NAIROBI, Kenya (AP) ? An official says Kenya's March elections will be closely monitored by the international community and local groups to help identify potential problems that may lead to tensions in the electoral process.

Five years ago a flawed presidential vote sparked off protests and ethnic fighting that killed more than 1,000 people and drove 600,000 others from their homes.

The Independent Electoral and Boundaries Commission said Monday more than 1,014 international observers and more than 10,000 local observers have been accredited, and more applications for observers were still being processed. Tabitha Mutemi, the commission's communication director says the observers will enhance the transparency of the vote.

The European Union and the U.S. are among the nations that announced that they will send observers to monitor the elections.

Stocks approaching 2007 record highs

11 hrs.

NEW YORK?- U.S. stocks have been on a tear in January, moving major indexes within striking distance of all-time highs. The bearish case is a difficult one to make right now.

Earnings have exceeded expectations, the housing and labor markets have strengthened, lawmakers in Washington no longer seem to be the roadblock that they were for most of 2012, and money has returned to stock funds again.

The Standard & Poor's 500 Index has gained 5 percent this year - climbing to the spot where Wall Street strategists expected it to be by mid-year. The Dow Jones industrial average is less than 3 percent away from all-time highs reached in October 2007.

"Once we break above a resistance level at 1,510, we dramatically increase the probability that we break the highs of 2007," said Walter Zimmermann, technical analyst at United-ICAP, in Jersey City, N.J. "That may be the start of a rise that could take equities near 1,800 within the next few years."

The most recent Reuters poll of Wall Street strategists estimated the benchmark index would rise to 1,550 by year-end, a target that is less than 4 percent away from current levels. That would put the S&P 500 a stone's throw from the index's all-time intraday high of 1,576.09 reached on Oct. 11, 2007.

The new year has brought a sharp increase in flows into U.S. equity mutual funds, and that has helped stocks rack up four straight weeks of gains, with strength in big- and small-caps alike.

That's not to say there aren't concerns. Economic growth has been steady, but not as strong as many had hoped. The household unemployment rate remains high at 7.8 percent. And more than 75 percent of the stocks in the S&P 500 are above their 26-week highs, suggesting the buying has come too far, too fast.

All 10 S&P 500 industry sectors are higher in 2013, in part because of new money flowing into equity funds. Investors in U.S.-based funds committed $3.66 billion to stock mutual funds in the latest week, the third straight week of big gains for the funds, data from Thomson Reuters' Lipper service showed on Thursday.

Energy shares led the way with a gain of 6.6 percent, followed by industrials, up 6.3 percent. Telecom, a defensive play that underperforms in periods of growth, is the weakest sector - up 0.1 percent for the year.

More than 250 stocks hit new highs on Friday alone on the New York Stock Exchange. The Dow Jones Transportation Average recently climbed to an all-time high, with stocks in this sector and other economic bellwethers posting strong gains almost daily.

"If you peel back the onion a little bit, you start to look at companies like Precision Castparts, Honeywell , 3M Co and Illinois Tool Works - these are big, broad-based industrial companies in the U.S. and they are all hitting new highs, and doing very well. That is the real story," said Mike Binger, portfolio manager at Gradient Investments, in Shoreview, Minn.

The gains have run across asset sizes as well. The S&P small-cap index has jumped 6.1 percent and the S&P mid-cap index has shot up 6.8 percent so far this year.

Exchange-traded funds have seen year-to-date inflows of $15.6 billion, with fairly even flows across the small-, mid- and large-cap categories, according to Nicholas Colas, chief market strategist at the ConvergEx Group, in New York.

"Investors aren't really differentiating among asset sizes. They just want broad equity exposure," Colas said.

The market has shown resilience to weak news. On Thursday, the S&P 500 held steady despite a 12 percent slide in shares of Apple after the iPhone and iPad maker's results. The tech giant is heavily weighted in both the S&P 500 and Nasdaq 100 and in the past, its drop has suffocated stocks' broader gains.

In the last few days, the ratio of stocks hitting new highs versus those hitting new lows on a daily basis has started to diminish - a potential sign that the rally is narrowing to fewer names - and could be running out of gas.

Investors have also cited sentiment surveys that indicate high levels of bullishness among newsletter writers, a contrarian indicator, and momentum indicators are starting to also suggest the rally has perhaps come too far.

The market's resilience could be tested next week with the release of the January non-farm payrolls report. About 155,000 jobs are seen being added in the month and the unemployment rate is expected to hold steady at 7.8 percent.

"Staying over 1,500 sends up a flag of profit taking," said Jerry Harris, president of asset management at Sterne Agee, in Birmingham, Ala. "Since recent jobless claims have made us optimistic on payrolls, if that doesn't come through, it will be a real risk to the rally."

A number of marquee names will report earnings next week, including bellwether companies such as Caterpillar Inc, Amazon.com Inc, Ford Motor Co and Pfizer Inc .

On a historic basis, valuations remain relatively low - the S&P 500's current price-to-earnings ratio sits at 15.66, which is just a tad above the historic level of 15.

Worries about the U.S. stock market's recent strength do not mean the market is in a bubble. Investors clearly don't feel that way at the moment.

"We're seeing more interest in equities overall, and a lot of flows from bonds into stocks," said Paul Zemsky, who helps oversee $445 billion as the New York-based head of asset allocation at ING Investment Management. "We've been increasing our exposure to risky assets."

Reviews Of 3 Valuable Canon Printer Models - Shopping and ...

Anytime you use a business approach that is designed to generate ideal Canon printers, make your site more popular or any similar benefits, you need to be certain about a few important factors. How well you understand the people in your particular niche is critical, and it seems to us, based on observation, that lots of marketers have no clue about it. There are very many reasons why you should perform effective research on your audience. If you do this and execute well, then your conversions and effectiveness will increase substantially. Communications and words are what power everything in business, and therefore your proficiency with knowing how to apply that with your niche market will determine your success. So that is why you must do the work in terms of discovering what your market is all about.

Canon printers are thought highly of in the industry, and they have an extensive history of producing quality products. When the company started in 1936, they were a camera company and it is highly likely that that is what they are still best known for. However, they have expanded with additional electronic products, such as copiers, scanners and obviously printers. The following are a few of the most popular Canon printers that you might want to consider if you?re looking for a quality printer.

One printer that is well known and quite popular is the Canon ImagePrograf IPF50 large format inkjet printer. Large format printers are expensive but worth it for business purposes and artistic projects. Some projects like posters, maps and CAD or computer aided drafting projects are perfect for these printers. Nonstandard shapes and large sizes are the primary objective of these printers. For just under $1000 you can take home a ImagePrograf IPF50 for your large format jobs. If you need a large format printer at an affordable price, this model by Canon is probably your best bet. If you are not implementing testing in any of your campaigns, then you really are operating in blind mode as well as very inefficiently. There are other things you can test, and running scaled down tests for Asian wedding photography in London or methods previously never used is one of them. Who will ever know why people in business do not do the things that will help them to make more money.

You know what can happen anytime you are rushed, and that is why getting the sequence of things backward, or missed altogether, is so likely to happen. Very often what is in your best interest and what you will eventually do can sometimes diverge. Remember that the nature of testing by default implies it will be a small scale operation.

Remember there is no reason to over-engineer any kind of test, and remember that any type of marketing or advertising test on your sites need to include the appropriate tracking scripts. Testing alone is worthless unless you have the correct data or feedback from visitor behavior.

For under 500 bucks this next printer the PIXMA Pro9000 offers high quality photo printing. No worries about quality of printouts with this patented FINE printhead technology offered by Canon?s PIXMA Pro9000. It has an eight dye system to create amazing colors. Expect fast quality prints in less than 90 seconds per print with this unit, I?d call that quite efficient wouldn?t you? Avoid paying the price the pros pay but still get those professional looking prints with the technology today we can make that happen for you. This unit is by and large not the least expensive machine you can find but the quality makes it an excellent value.

If you?re looking for a high quality inkjet photo printer at a bargain price, the Canon PIXMA iP4820 Premium Inkjet Photo Printer is a good model to consider. Canon has designed a photo printer that can produce 9600?2400 color dpi resolution and that sells for less than $100, which is impressive. You can capture images from HD movies and turn them into prints using the Full HD Movie Print Software. You can save on paper by the built in two sided printing feature. Because of its compact and attractive design, this printer makes a welcome addition to any workplace. The Canon PIXMA iP4820 is perfect if you need an inexpensive but good quality photo printer. We have only discussed a small portion of all of the Canon printers you have available to you. There are of course way more models that you might want to look into as you begin shopping for a new photo printer. Many Canon models are available at discounted prices online at retailers who are willing to cut you a deal just to get your business. Before you buy one though we recommend doing the research and even reading some actual user reviews. Take a look at what others say about Canon?s solid reputation and you?ll see why this is the brand for you.

The truth of the matter is that best Canon printers is something that could keep you busy for a very long time if you took it to the extreme. There is never anything wrong with testing out something you have just read about, and very often you will discover that you have been overlooking something potentially profitable.

What can you see in your current web business as it relates to what you have just read? Nothing beats experience, and that is the power of testing and giving something an honest shot. It is really not in your best interest to try a marketing method when you do not have all the pieces together in terms of knowledge. Using any method for the first time is filled with trepidation, but that will go away soon enough with experience.

The fun part is when you are ready to go because the anticipation for adding another successful marketing avenue is always a great thing.

Join the club if you feel you have wasted money on ideal Canon printers, but do not feel like all is lost. For a refreshing change of pace, visit jewish wedding photographers London where you will be treated to a few explanations regarding ideal Canon printers and best Canon printers. So if you are truly tired of trying to figure things on your own, then take a break and end the pain. So that is it ? time to be a real action-taker because that is the only thing that will make a real difference.

Engineers use evolution to improve solar cell design

19 hrs.

Scientists are using principles of natural selection to evolve a more efficient solar cell.

Engineers at Northwestern University wrote a computer program that "mates" design elements and assesses the fitness of their "offspring" to come up with the most efficient possible organic solar cell. Organic solar cells are made with the so-called organic elements ? carbon, oxygen and nitrogen ? and are cheaper to make, lighter and more flexible than the traditional silicon cells available in solar panels today.

Organic cells aren't as efficient at turning the sun's energy into electricity as silicon cells, however. Many research groups are working to improve organic solar cells' efficiency. If they work well, such cells could go into? electricity-producing windows ?or clothes.

In their work, the Northwestern researchers focused on the top layer of an organic solar cell, called the scattering layer, which traps photons from sunlight. They wanted a scattering layer that would hold photos for a greater amount of time.

"We wanted to determine the geometry for the scattering layer that would give us optimal performance," Cheng Sun, a mechanical engineer and one of the creators of the new organic solar cell,? said in a statement. "But with so many possibilities, it's difficult to know where to start, so we looked to laws of natural selection to guide us."

Sun and his colleagues' program simulated more than 20 generations of matings to come up with their final design. The program also mimicked the biological processes of mutation and an exchange of traits called crossing over.

The resulting design traps photons for three times as long as the Yablonovitch Limit, which describes how long a photon is likely to stay in a semiconducting material. Researchers have only been able to reach and break the Yablonovitch Limit in the last few years.?

The engineers? published their work ?Jan. 3 in the journal Scientific Reports.

3 Ways Yoga Supports a Healthy Lifestyle - Health ... - Diets in Review

Nearly everyone has aspirations to be healthy. Following diets and new and improved workout plans are popular behaviors at the beginning of each New Year, as many will vow to eat better and get more exercise.

A few months of eating fresh, high quality cuisine and hitting the gym makes a big difference in the way we feel. A slimmer waistline, clearer skin, and an overall feeling of health is worth it, so why is it so hard to stay the course?

Your lifestyle plays a huge role in whether or not your good intentions are going to stick. If you think your lifestyle might not be supporting your desire to be healthy, keep reading.

The following are three ways yoga can support a healthy lifestyle and make it easier to stick with your healthy diet and exercise plan.

Yoga Reduces Stress

Of course yoga reduces stress, big deal right? But did you know being under stress releases a hormone called cortisol in the blood and cortisol promotes weight gain? Binge eating is a result of stress. Poor diet choices are the result of stress. Couple these behaviors with elevated levels of the weight-gain hormone and we can all take a guess at what?s going to happen.

Yoga Enhances Body Awareness

Wearing baggy clothes can keep you in denial about your body, but your yoga practice will always bring it to your attention. The more you practice, the more aware you will be, and this awareness will spark an intrinsic interest to do something about it. It is not about how you look to the outside world; that type of motivation isn?t healthy. It is about how you feel, and yoga will give you a clear indication of those feelings.

Yoga Creates a Support Network

Ever tried to change your habits but are unsuccessful because the people around you are just not offering any support? Perhaps it?s time to join a yoga class and be in the company of people who value their health. We are social creatures and the behaviors of those around us greatly influence the decisions we make for ourselves. In yoga, you?ll meet people who will inspire you to stick to a healthy lifestyle.

Y Combinator Backs Its First Non-Profit, Watsi; Paul Graham Says ...

Back in August, we wrote about the launch of a startup non-profit organization called Watsi, which offers anyone and everyone the opportunity to fund ?low-cost, high impact treatment? for those who lack access to necessary care. Again, considering the fact that there are more than one billion people who are unable to afford adequate medical services (or don?t have access to them), Watsi?s mission has enormous (global) implications. And, honestly, it?s a pleasure to see a startup tackling such a big problem, in spite of the fact that it?s inherently complex, thorny and nearly impossible to solve.

Today, we?ve learned that Watsi also caught the attention of Paul Graham and the Y Combinator crew. In a post published this morning, the YC co-founder says that he (like us) discovered Chase Adams? venture as part of a discussion on Hacker News. ?After about 30 seconds of looking at the site,? he says, the ?revolutionary? potential became clear. As a result, Watsi is officially the first non-profit that Y Combinator has funded and accelerated to date as part of YC?s 2012/13 program.

For those unfamiliar, Watsi is crowdfunding for a good cause, a Kickstarter for funding quality medical care in third-world countries ? applying that familiar model to global healthcare. The platform allows donors to be able to make direct, personal connections with their beneficiaries (donating as little as $5 or as much as they want) in an attempt to put a face on what can be very inhuman and impersonal statistics around global healthcare (or the lack thereof).

Screen shot 2013-01-25 at 1.56.42 PM

Like Kickstarter?s businesses, each person has his or her own profile which includes pictures and a synopsis of the person, describes their condition, what they need, where they?re from and so on. Again, while there have been scams that have operated on similar premises before, Watsi is the real deal and isn?t just out to make a buck.

Founder Chase Adam tells us that Watsi is hoping to fight the traditionally high costs of healthcare by working with doctors, providers and payors (when they exist) to donate their time, research, materials and equipment to reduce overhead. In turn, because the procedures sought by Watsi campaigns take place abroad, they tend not to have the same cost one would find in the U.S., and thus, they don?t have to raise the same amount.

What?s more, as Graham describes in his post, peer-to-peer fundraising channels have the tendency to be disruptive when introduced to unfamiliar spaces and markets. Although it takes work and the willingness to set the bar high (in spite of regulatory friction, legacy infrastructure, distribution, pay channels, etc), it also can come with a ?much higher level of transparency.?

Watsi offers 100 percent of the donations it collects from the crowd to the person in need (specifically to fund their medical treatments), thanks in part to Watsi.org being funded separately. Graham also says that the startup is paying ?all their operational costs from their own funding, and none from your donations,? and in turn, even stomach credit card processing fees. A noble gesture in its own right.

That, in practice means, that more of your money goes to people in need, not to funding the administrative costs of the company itself, or towards grabby hands in between. It?s the same theory behind Crowdtilt?s (another YC company) move to support non-profit organizations (and tax-deductible donations) on its crowdfunding platform.

It?s great to see the Y Combinator partners so excited about giving back. ?I?ve never been so excited about anything we?ve funded,? Graham concludes. And Harj Taggar just had this to say, via tweet:

What?s more, since we last covered Watsi in August, we?ve learned that the company has been building some solid early traction. The platform has funded 75 treatments thus far, raised about $60,000 for patients, received 1,300 donations and is now operating in eight countries. In all, Adams tells us that 20 percent have donors have already returned to donate for a second time and 30 percent of giving is coming from outside the U.S. and that Watsi is currently seeing about 28 percent average week-over-week growth. Pretty impressive for five months of work. Stay tuned for more.

Go check out Watsi here, in PG?s post here and find a more extensive background in our prior coverage here.
