Unruly British press may bow to regulation plans

LONDON (Reuters) - Lord Justice Brian Leveson produced plans for the toughest regulation of the British press in 300 years on Thursday after decades of misbehavior, final warnings and universal acceptance that the current system had failed.

Although rows lie ahead over whether a law will be required to underpin Leveson's vision for a tough new regulator, the 63-year-old has shrewdly found a way forward which indicates that much of which he suggests is likely to be accepted by even his harshest critics.

Britain's unruly newspapers, which came to simply disregard their own previous code, might bluster at the threat of new legislation but could be quietly relieved they are not facing anything even worse.

"We are grateful to Lord Justice Leveson for his thorough and comprehensive report," said Tom Mockridge, chief executive of Rupert Murdoch's British newspaper arm News International.

It was a phone hacking scandal centered on News International which led to Leveson's inquiry but it merely represented the culmination of decades of growing belief that the press had run out of control, answerable only to a body run by its own editors.

The so called "dark arts" of the tabloid reporters included hiring private detectives to appropriate personal details, bribing officials for information, rummaging through garbage bins for discarded documents, and long-lens photography that exposed the intimate moments of the rich and famous.

Since 1695, when King William III was on the throne, the British press has been free of state control although it was not always the aggressive industry it is considered to be today.

While international readers were able to read about King Edward VIII's affair with American divorcee Wallis Simpson in the 1930s, the story remained conspicuously absent from the pages of British newspapers.

SERIOUS QUESTIONS

But after World War Two that changed, and with it serious questions began to be asked whether the press should be regulated by law. In 1953, papers received their first warning that failure to get their house in order would lead to legislation.

"I give warning here and now that if it fails, some of us again will have to come forward with a measure similar to this bill," said lawmaker C J Simmons after he withdrew a proposal for a press law.

Similar warnings that parliament would act followed in 1962, 1977, 1990 and in 1993, not long after a government minister had warned the press they were "drinking in the last chance saloon".

The current system of regulation was established in 1991 with the creation of the Press Complaints Commission (PCC) with its own code of conduct. But it failed to prevent the press from running ever more sensational stories to attract readers, particularly about the British royal family.

Papers which had declined to report Edward VIII's affair, regularly hounded Princess Diana, the wife of heir-to-the-throne Prince Charles who died in Paris in a car crash in 1997 while being chased by paparazzi.

They also had no qualms about publishing secretly recorded, intimate phone calls between Charles and his future second wife Camilla, with whom he was having an affair while married to Diana.

"Attempts to take them to task have not been successful. Promises follow other promises. Even changes made following the death of Diana, Princess of Wales, have hardly been enduring," said Leveson, whose year-long inquisition heard from more than 600 witnesses detailing a catalogue of horror stories about "outrageous" press behaviour.

"Too many stories in too many newspapers were the subject of complaints from too many people, with too little in the way of titles taking responsibility, or considering the consequences for the individuals involved."

He dismissed the industry's suggestion of a new self-regulatory body, saying it did not go "anything like far enough" in showing it was independent of the press.

He called for a new watchdog which would be independently appointed, would not consist of any serving editors, unlike the PCC, nor any members of the government or House of Commons, and could impose fines of up to 1 million pounds ($1.6 million).

The body would offer an arbitration service providing quick and inexpensive resolution of disputes, which would be an incentive for publications to sign up, he said.

POWERFUL INCENTIVE

Those who declined to join, and thus were not party to this service, could face exemplary damages in libel cases and have to pay all their legal expenses even if they won. Leveson said this too would be a powerful incentive to join.

"We accept that a new system should be independent, have a standards code, a means of resolving disputes, the power to demand prominent apologies and the ability to levy heavy fines," News International's Mockridge said.

Bob Satchwell, executive director of the Society of Editors, said the industry proposal was not that far away from what the judge recommended.

"I believe that the industry will take on board those points," he told Reuters, adding the bulk of the press still remained steadfastly opposed to any law, which Leveson says is essential to underpin a new body.

This is the one main area of contention for the industry and Prime Minister David Cameron has already outlined his opposition.

But even without legislation, the Leveson proposals will constitute a far greater oversight for the press, which many say has already begun to show greater restraint in the light of growing public awareness of its methods and behaviour.

"I think it's a very shrewd and elegant report which cleverly has the lightest, lightest, touch of statutory ... and really only if the industry doesn't put its house in order," Roy Greenslade, a former senior editor at Murdoch's Sun tabloid, told Reuters.

"So it's partly a return to the last chance saloon and with the axe hanging there in the background. It is self regulation with a stick." ($1 = 0.6236 British pounds)

Healthcare Revenue Cycle Outsourcing - A Problematic Paradox

Historically, in healthcare, the drivers of?innovation?and change have been come from clinical advancements. Applying innovative strategies in healthcare finance and revenue cycle management have lagged significantly behind clinical progressiveness.

Unlike corporate America?s general financial sectors such as credit card processing and other retail and commercial account?s receivable collections, healthcare finance and business office operations have been slower to adopt many of the strategies offered by the outsourcing of functional processes and tasks.

Recently, due to economic factors, healthcare reform, the rising cost of commercial insurance and the shifting of a larger portion of financial responsibility to the patient, healthcare executives have begun to consider outsourcing revenue cycle processes like never before.

In spite of a looming paradox, which pits opposing goals against each other, maintaining fiscal health through outsourcing some operational functions versus the political pressure of keeping jobs in the local community, healthcare leaders must make critical decisions balancing both?interests.

Gartner Research Inc. estimates healthcare executives spend about twenty percent of their budget on all categories of external sourcing options, compared to the general mainstream industries, which typically invest about a third of their budget on external sourcing. Gartner also estimates that seventy percent of healthcare organizations who do choose to outsource meet or exceed their cost-savings expectations, and most see an improvement of results as they shift their non-core functions to outside experts.

Healthcare outsourcing in general has begun to see a significant rise in acceptance. During the next five to ten years, it is estimated that the healthcare industry will see an increase in the outsourcing of many financial, clinical and business processes. The American Recovery and Reinvestment Act of 2009 (economic stimulus package for the U.S. economy), healthcare reform, and the Health Information Technology for Economic and Clinical Health Act (HITECH), will create significant opportunities for all outsourcing companies to aid healthcare organizations in meeting the requirements for the new set of regulations and requirements mandated by legislative action. These industry changes will increase outsourcing demand because healthcare providers cannot efficiently implement the volume of changes needed in the time-frame required.

Historically, for-profit hospitals and health systems with larger footprints and decentralized operations were the first to embrace outsourcing select financial and billing revenue cycle functions. Typically, non-profit providers relied on internal resources or in limited cases, used local outsourcing firms.

This trend is changing. All healthcare organizations are jumping on the outsourcing bandwagon and are moving toward leveraging IT, clinical and revenue cycle outsourcing to improve the financial viability of their operation. The main drivers for the shift in outsourcing strategy are due in part because of the margin pressure every provider is under and the need to reduce their operating costs.

Healthcare executives have numerous revenue cycle sourcing strategies from which to choose. Utilizing a US based local, regional or national outsourcing company have been the typical choice for healthcare executives who outsource. With today?s technology, especially in the services? sector, it is less important to contract with a local provider than to choose the best-in-class service provider regardless where their business operation is located.

That said, In the US, outsourcing, in general, has become a polarizing political issue driven by poor economic times and localized job losses. Even with local and national pressure to curtail outsourcing activities by consumer advocates, the return on investment (ROI) from cost reductions and improvements in quality have influenced healthcare executives to pursue offshore and onshore outsourcers as an alternative to maintaining an exclusively internal workforce.

American?s value the financial opportunities offered by our free-market economy and in every State or region within the country, community leaders support and protect local labor forces, which serve more localized businesses. Unfortunately, with increased operating complexities, budget cuts and margin pressure, the need to outsource has become greater than it?s ever been.

The healthcare executives who have avoided non-localized outsourcing are beginning to succumb under the pressure they face as they attempt to keep jobs within their community or at the very least within the State they operate. An interesting paradox exists as those same executives and community influencer?s do not think twice about purchasing clothes, food products, electronics, cars, toys, furniture, and household goods produced across the US and throughout the world.

Regardless of the task, business segment or location of the potential outsourcing firm chosen to provide services, the ultimate goal of pursuing any outsourcing strategy is to support the goals of the healthcare provider, which are ultimately to serve the community with the highest level of patient care. That cannot be accomplished if the organization is under financial duress.

In general, revenue cycle outsourcing of processes saves time, effort, demands on infrastructure, manpower, and money. By leveraging the best of breed solution providers, healthcare organizations gain a competitive edge guaranteeing endless benefits to the enterprise and the patients they serve.

Repeated knocks to the head leads to newly recognized brain disease

ScienceDaily (Nov. 30, 2012) ? Reports on the danger of head trauma in athletes and soldiers has pervaded the news in recent years. NFL and NHL player deaths have catapulted this problem into the limelight, with stories appearing in the New York Times, NPR, ESPN, 60 Minutes and even television entertainment shows. Media attention has raced far ahead of the science on this degenerative condition. But scientists are catching on. They have given this disease its own definition -- chronic traumatic encephalopathy (CTE).

Different from traumatic brain injury, Alzheimer's, Parkinson's, or ALS, they say CTE can strike adult and youths alike. Special coverage by Alzforum, the leading news source on Alzheimer's and related diseases research, summarizes the status of research in this burgeoning field as researchers take steps to diagnose and treat CTE.

?CTE can start months or years after brain trauma has occurred, either in contact sports, military service, or perhaps even partner violence,? Admiral Regina Benjamin, the U.S. Surgeon General, recently told scientists and advocates at the first-ever CTE conference at the Cleveland Clinic Lou Ruvo Center for Brain Health in Las Vegas, Nevada. There, experts came together to define CTE, exchange the latest data, develop a diagnosis, and lay out a research plan (see Part 1).

Some of the newest data comes from boxers and other martial artists who have joined the Professional Fighters Brain Health Study in Las Vegas. The fighters? history as well as fight statistics are combined with yearly mental tests, brain scans, speech samples, and a blood draw. The aim is similar to studies in Alzheimer?s that have helped identify early signs of disease and track its progression. Scientists want to find out how concussions match up with brain damage and symptoms. Once this study ends, it may generate a tool to help determine when fighters should retire (see Part 2).

Additional information will come from DETECT, a biomarker study of football players, as well as a growing tissue bank of athletes? and military veterans? brains. Of 136 tissue donations, 100 brains have been analyzed and 80 had CTE hallmarks. They showed a unique pattern of brain change?expansion in its fluid-filled cavities and shrinkage of its medial temporal lobe?and extraordinary deposits of a toxic form of the tau protein that expand with age. From this data, scientists have begun to outline stages of CTE from beginning to end. It seems some athletes and soldiers who have been diagnosed with Alzheimer?s or Parkinson?s may have had CTE instead (see Part 3).

Other research suggests that in CTE, toxic proteins creep from the site of impact to further areas of the brain. Because toxicity moves between cells, not people, researchers refer to the spread as ?templating,? not ?infectious.? They are developing mouse models to help determine how this spread occurs (see Part 4).

Scientists are also drafting up the best way to diagnose the disease during a person?s life (see Part 5) and are pushing for measures to prevent CTE in children, who are more susceptible to developing the condition after head trauma (Part 6).?

Major breakthrough in deciphering bread wheat's genetic code

ScienceDaily (Nov. 28, 2012) ? Scientists, including Professor Keith Edwards and Dr Gary Barker from the University of Bristol, have unlocked key components of the genetic code of one of the world's most important crops. The first analysis of the complex and exceptionally large bread wheat genome, published today in Nature, is a major breakthrough in breeding wheat varieties that are more productive and better able to cope with disease, drought and other stresses that cause crop losses.

The identification of around 96,000 wheat genes, and insights into the links between them, lays strong foundations for accelerating wheat improvement through advanced molecular breeding and genetic engineering. The research contributes to directly improving food security by facilitating new approaches to wheat crop improvement that will accelerate the production of new wheat varieties and stimulate new research. The analysis comes just two years after UK researchers finished generating the sequence.

The project was led by Neil Hall, Mike Bevan, Keith Edwards, Klaus Mayer, from the University of Liverpool, the John Innes Centre, the University of Bristol, and the Institute of Bioinformatics and Systems Biology, Helmholtz-Zentrum, Munich, respectively, and Anthony Hall at the University of Liverpool. W. Richard McCombie at Cold Spring Harbor Laboratory, and Jan Dvorak at the Univerisity of California, Davis, led the US contribution to the project.

The team sifted through vast amounts of DNA sequence data, effectively translating the sequence into something that scientists and plant breeders can use effectively. All of their data and analyses were freely available to users world-wide.

Professor Keith Edwards said: "Since 1980, the rate of increase in wheat yields has declined. Analysis of the wheat genome sequence data provides a new and very powerful foundation for breeding future generations of wheat more quickly and more precisely, to help address this problem."

The analysis is already being used in research funded by the Biotechnology and Biological Sciences Research Council (BBSRC) to introduce a wider range of genetic variation into commercial cultivars and make use of wild wheat's untapped genetic reservoirs that could help improve tolerance to diseases and the effects of climate change. The wheat breeding community and seed suppliers have welcomed the research.

The sequence data has been deposited at the European Nucleotide Archive and is also available from databases in the UK and Germany.

Researchers from the European Bioinformatics Institute, Kansas State University, and the United Sates Department of Agriculture were also vital to the project's success. The research was possible thanks to major funding was form the Biotechnology and Biological Sciences Research Council (BBSRC), the EU and the National Science Foundation (NSF).

Professor Douglas Kell, BBSRC Chief Executive, said: "In the face of this year's wheat crop losses, and worries over the impact on prices for consumers, this breakthrough in our understanding of the bread wheat genome could not have come at a better time. This modern strategy is a key component to supporting food security and gives breeders the tools to produce more robust varieties with higher yields. It will help to identify the best genetic sequences for use in breeding programmes."

David Willetts, Minister for Universities and Science said: "This groundbreaking research is testament to the excellence of Britain's science base and demonstrates the capability we want to build on through the agri-tech strategy currently being developed. The findings will help us feed a growing global population by speeding up the development of new varieties of wheat able to cope with the challenges faced by farmers worldwide."

Game Console Fatigue | Chris' Musings

Now that Nintendo has come out with the Wii U, I have had to think about whether or not to buy that new console. It did not take long to decide that I would not. You see, even though we have all three game consoles, we do not use them much at all.

We used the Wii quite a bit when it first came out, and then again when Mario Galaxy came out. But I would say that it has been months since it was last turned on; and probably that was just done to upgrade the firmware. I am not sure that I can even remember how the home theatre system is supposed to be configured for us to play with it.

Our XBox360 does not see much use either. The last time I turned it on was to make sure that it could connect to our new wireless router. And besides my son playing games on it when he comes over, the only time it sees any use is when the family decides to play Rock Band, otherwise it just sits there unused.

The PS3 is the console that sees the most use, but not for playing games. We use it as our Bluray player, and also to watch TV programs and movies on Netflix. I did buy games for it, but I basically never play them.

So a new console system would have to make a very compelling argument before we would consider buying it since the only thing we do on any of them is watch movies and TV programs.

My wife plays games on her iPad and on her 3DSXL, and I play games on my iPad and WOW on my laptops.

US pushes to keep entrepreneur jobs in the country

CAMBRIDGE, Mass. - (AP) -- The Obama administration's top immigration official says his agency is working to attract and keep more foreign-born high-tech entrepreneurs who are seeking to start companies in the U.S., a move he hopes will help the nation retain its edge in an increasingly competitive global economy.

U.S. Citizenship and Immigration Service Director Alejandro Mayorkas acknowledged on Wednesday that his agency "has not been especially nimble" to adapt to fast-paced changes in the business landscape, even though it has been quick to respond to the humanitarian landscape.

That is changing, Mayorka said, since the agency added new training for adjudicators who evaluate business visa applications, including those for H-1B visas -- temporary employment visas for specialty occupations -- sponsored by startups companies whose profile do not fit that of traditional businesses.

"Three years ago if we'd received a petition for a H-1B visa from an individual working in a cubicle who might have received funding from a respectable venture capital firm, adjudicators might have rejected that application," Mayorkas told students and investors at the Sloan School of Management of the Massachusetts Institute of Technology.

"One of the goals of the immigration system: family unity, humanitarian relief and economic prosperity," he said. "And it is in the context of economic prosperity that we really are speaking today," Mayorkas said.

He unveiled a new website that provides entrepreneurs an easier way to navigate their immigration options under the so-called "Entrepreneur Pathways" initiative.

The measure is the first product of the unusual "Entrepreneurs in Residence" program under which the immigration agency recruited five entrepreneurs who reviewed the system and proposed changes to make it easier for investors to figure out their immigration options and communicate with the agency.

Next step? A review of existing laws and practices to ensure that they achieve their full potential.

"We've done a remarkable job, I think, in training our adjudication corps in terms of unique profiles of startup companies and our entrepreneurs. The Entrepreneurs Pathways has followed. We are going to be looking at our policies and practices ... to ensure that we are maximizing existing laws' full potential," Mayorkas said. "But it is no substitute for the need for legislative reforms."

The initiatives drew rare praise from entrepreneur and Duke University researcher Vivek Wadhwa.

"It's the type of creative thinking that's needed to fix it because if you speak to immigration lawyers, they tell you that the big problem that they have is inconsistency, the same problem entrepreneurs have -- that to get one adjudicator they are able to get a visa, another one declines it and they never get a straight answer," Wadhwa said.

"So what they did here is they had a bunch of entrepreneurs work with the USCIS to go through the entire process, go through the books and see what was wrong with the system and they are systematically fixing the system," Wadhwa said. "I've got to give them credit for being innovative over here. I rarely say good things about governments. This is one of those rare occasions when they do something right."

Wadhwa said immigrants are major contributors to the U.S. innovation and competitiveness.

Foreign-born entrepreneurs founded engineering and technology companies that employed about 560,000 people and generated an estimated $63 billion in sales from 2006 to this year, he said, citing his research released last month.

That contribution, however, is in jeopardy as the growth rate of immigrant-founded companies has stagnated because of visa policies, bureaucracy and immigration laws, Wadhwa said.

"We're choking off the pipeline here," Wadhwa said "We are boosting the economies of our competitors, in other words, the people that we'd want here starting companies and building innovation here are doing it in ... India, China, Brazil and Mexico" where researchers are seeing the most innovation because of U.S.-educated returnees.

Mayorkas said his agency is pushing to ensure that existing immigration laws realize their potential to attract job-creating entrepreneurs and enable them to bring and retain people with the expertise and special skills that they need to grow and flourish.

"We know that there is a tremendous need for more accessible pathways for entrepreneurial talent to come and remain here in the United States," Mayorkas said.

Free VoIP Options for Non-Facebook Users

There are multiple options for free VoIP for people who are not members of Facebook. The social network recently announced a video calling chat function which uses the VoIP provided by Skype.
The TeamSpeak 3.0.0 RC1 is one such free VoIP provider that allows multiple users to chat over the internet. Though anyone can use this tool, it has to be configured as the program is capable of handling multiple connections simultaneously and limiting it to certain people requires server and client components.

Neighbors: Ark. man arrested in girl's death cried

BENTONVILLE, Ark. (AP) ? An Arkansas man accused of killing a 6-year-old girl who lived next door cried the day her body was found in a nearby vacant home, neighbors said Tuesday.

Police in Bentonville arrested Zachary Holly, 28, on Monday ? about a week after Jersey Bridgeman's body was found next to the mobile home where Holly lived.

Holly is being held in the Benton County Jail on capital murder, kidnapping and residential burglary charges. He is due in court Wednesday, when public defender Jay Saxton said he expects the judge to appoint a lawyer with the public defender's commission to represent Holly.

Jersey, whose father and stepmother are in prison for chaining her to a dresser last year, was found dead just minutes after someone reported her missing on Nov. 20.

One neighbor, Julie Pickard, said Tuesday that Holly wept before authorities brought Jersey's body out of the vacant home.

"He was crying for a long time," said Pickard, who lives on the other side of home where Jersey's body was found.

Later that day, Pickard said, police knocked on her door and told her to let them know if she saw a man wearing Mountain Dew pajama pants.

"(Holly) was wearing Mountain Dew pajama pants," Pickard said.

Bentonville Police Chief Jon Simpson wouldn't release details Tuesday of how Jersey died or what led police to Holly, nor would he discuss possible motives.

No one answered the door Tuesday at the mobile home where police say Holly lived with his wife. A child's bicycle rested on a patch of grass near the home in the city that's about 215 miles northwest of Little Rock.

Simpson told The Associated Press the couple didn't have any children but that Holly's wife has a child who is "pretty much the same age as our victim." Simpson described Holly as "an acquaintance" and a friend of Jersey's family.

Next door, a child's bike with training wheels lay in front of the house where police said Jersey lived with her mother, DesaRae Bridgeman. Nearby was a deflated balloon decorated with the kinds of princesses that fill little girls' dreams.

Less than a mile away, Jersey's family buried the little girl who lived through more than her share of hardship. Police said the family requests privacy as they grieve.

Jersey's death comes after her father and stepmother chained the girl to a dresser last year. David Bridgeman told investigators he restrained his daughter to prevent her from getting into medication and other things around the house in nearby Rogers.

David Bridgeman and Jersey's stepmother, Jana Bridgeman, pleaded guilty in June to false imprisonment, permitting abuse of a minor and endangering the welfare of a minor. She is serving a 12-year prison sentence, plus three years for a probation revocation. He is serving an 18-year prison sentence.

Simpson, the police chief, said Holly worked at a restaurant in town called The Flying Burrito Co. The manager, Tabitha Stevens, confirmed that Holly worked there but declined to comment any further.

Simpson said many questions about the investigation will be answered when a probable cause affidavit is released Wednesday.

In the meantime, those who knew Jersey are remembering the little girl who was still joyful despite what was, by all indications, a difficult life.

"I don't know how she dealt with it, but she dealt with it and she still smiled the whole time," family friend Mike Whitcomb said.

One of the more experienced Republican?women in the House, Candice Miller of Michigan, was considered a option to lead the Homeland Security Committee, but she's currently eighth in?seniority?among committee members.

In the current Congress, there is only one female Republican committee chair, Ileana Ros-Lehtinen, and she is stepping down when the term ends.?There are two committees that have yet to elect a chair for next, but neither one currently has any Republican women serving on it.

The political comeback of a popular former foreign minister on Tuesday, coupled with the ruling Likud Party's selection of an especially hard-line slate of candidates, has suddenly raised questions about Netanyahu's prospects. Eager to portray Netanyahu as an extremist, opposition parties see an opportunity to mount a formidable challenge to the Israeli leader.

Ousting Netanyahu remains a formidable task, but the return of Tzipi Livni, who served as Israel's foreign minister and chief peace negotiator from 2006 to 2009, injected a high-profile name into what had been a lackluster race. Well respected internationally, Livni immediately took aim at what she called a "leadership vacuum" and promised an aggressive push for peace with the Palestinians.

"I came to fight for peace," she said. "And I won't allow anyone to turn peace into a bad word."

During Netanyahu's nearly four years in office, peace efforts with the Palestinians have remained frozen.

The Palestinians refuse to resume talks unless Israel stops building settlements in the West Bank and east Jerusalem, occupied areas that the Palestinians claim for an independent state.

Netanyahu blames the Palestinians for the deadlock. The prime minister imposed a partial freeze on settlement construction early in his term, leading to a brief attempt to resume negotiations. But Netanyahu refused to extend the construction slowdown, and the talks quickly collapsed. He says talks should resume without any preconditions.

The deadlock has pushed Palestinian President Mahmoud Abbas to head to the United Nations this week to upgrade the Palestinian observer mission to "nonmember state" status. The General Assembly is expected to pass the request.

The Palestinians believe the international endorsement, while largely symbolic, will bolster their position if negotiations resume. Israel, backed by the United States, opposes the bid and has been furiously lobbying allies to oppose it, saying all differences must be resolved through negotiations. In a setback for Netanyahu, France announced Tuesday that it would vote in favor of the Palestinians.

At a time when there are no talks with the Western-backed government of Abbas, Israel this week opened an indirect dialogue with Abbas' rival, the Islamic militant Hamas movement, as part of a cease-fire that ended an Israeli military offensive in the Gaza Strip last week. Israel considers Hamas, which seized control of Gaza five years ago, a terrorist group.

"Everything is upside down: a government that negotiates with terrorists and freezes all dialogue with those who work to prevent attacks," Livni said.

Livni told the audience that the fighting in Gaza, in which her youngest son was mobilized to Israel's southern front, had factored into her decision to return to politics.

"A week ago when my youngest son, today an officer in the Paratroopers, went down south, I sent him a text message that I had decided to fight on my turf, politics, so that he maybe won't have to fight on his turf, the battlefield," she said.

Throughout his term, Netanyahu relied on a handful of moderate figures in his Cabinet to blunt international opposition. Following a pair of events this week, Netanyahu appears to have lost this political cover.

On Monday, Defense Minister Ehud Barak resigned from politics. Barak, a former prime minister, had often served as Netanyahu's unofficial envoy to Washington to ease tensions with the White House.

YARMOUTH, Maine ? The hug was the last thing to go.

?Even when [my mom] didn?t recognize my face, she?d recognize my hugs,? Theresa Saxton said. ?She taught me how to hug, and I give these really big hugs. She would recognize me through those hugs and she would just cry, because it brought back something familiar.?

Theresa first realized her mother likely had Alzheimer?s disease the day after Thanksgiving 13 years ago, when Linda Sue Saxton was just 54 years old. Theresa Saxton had made roasted garlic as a side dish for the family feast, and her mother raved about how good it was.

The next morning, her mother denied ever having tried the roasted garlic, and became angry when Theresa pushed the issue.

?It was one of those moments when you know something?s not right ? it?s not your mom,? Theresa recalled. ?She got really, really angry. I realized afterward that she was probably scared because she couldn?t remember.?

What has transpired since then, she said, has been a painful process of lost memories and disappearing relationships that many Alzheimer?s sufferers and their families know all too well.

?It?s a wild journey going from limited conversation where she can say, ?I love you and miss you,? and recognize me by my hugs, to a place where she [can only mumble] and lacks mobility,? Theresa said.

Linda Sue Saxton now is in the late stages of the disease and lives with Theresa?s father and sister in upstate New York, just outside of Albany. Theresa visits about once a month.

?The hardest part is that she doesn?t look like my mom anymore,? said Theresa, who for the last nine years has lived in Yarmouth. ?It?s a very slow loss.?

But for many of her earliest years with the disease, her mother ?owned it? and kept a positive attitude, Theresa said.

?She immediately kind of accepted it,? she recalled. ?She would introduce herself and say, ?Hi, my name is Linda and I have Alzheimer?s, so I apologize if I forget some things.??

The experience has motivated Theresa ? who owns Fitness Success Personal Training at 94 Main St. ? to develop a new, upbeat fundraiser for Alzheimer?s research and care.

Theresa, a personal trainer, is letting her clients ? and anyone else who wants to get some light-hearted revenge on personal trainers ? make her sweat. Donors can buy sets of exercises, or minutes on a workout machine of one kind or another, which Theresa will have to perform at her fitness studio starting the morning of Dec. 1.

Donors can come by and sip mimosas or nibble on bagels and revel in seeing Theresa, who admitted to sometimes turning up the resistance on her clients? exercise bikes to push them just a little harder, working her tail off.

Theresa said she set a goal of $1,550, with sets of 12 reps going for between $15 and $25, and she?s already surpassed it. The money will benefit the Maine chapter of the Alzheimer?s Association.

?I think I was probably aiming a little low, because of all the trouble I?ve had over the years doing fundraisers,? she said.

Or because she underestimated the what-goes-around-comes-around factor.

?Everybody?s definitely having fun with it,? said Theresa, who wants to make her ?Train the Trainer? benefit an annual event. ?[I might be working out] a really long time.?

Apple snagged partial rights for 'Lightning' trademark from Harley Davidson

Who says big companies can't be bros when it comes to trademarks? Since Apple had no need for its Lightning connector to appear on "motorcycle parts, slot machines or tachometers," it buddied up with Harley Davidson to secure partial use of the cycle maker's IP for its new iDevice interface, according to recent info from the European trademark office. That allowed it to use a name that's sympatico with its Thunderbolt moniker, while presumably letting Harley retain the rights for its heavier metal accessories. Also, should Cook & co. run up against a mid-life crisis, at least they'll have quick relief on speed-dial.

Maine should 'divorce' legal, ceremonial aspects of marriage ...

The voters of Maine have spoken, and same-sex marriage will soon be legal in the state.

There are undoubtedly those in the voting minority who feel their religious or cultural beliefs are harmed by the referendum result. Those in the voting majority may also feel hurt because their basic civil rights are still being questioned. How do we bridge this clash of values between civil rights and religious or moral beliefs?

Before and during the same-sex marriage referendum campaign, others, and I, began advocating a separation between the legal recognition of a relationship between a loving couple and the celebratory observance. I believe Maine should now, as a result of this election, ?divorce? the civil rights of couples from the celebrations, religious or otherwise, of their relationship.

Examples of these civil rights, previously available to married couples but not domestic partners, included tax and other financial advantages, transfers and inheritance of property, court testimony, child custody and health care and survivor benefits. These and all other rights will now be available to any legally married couple.

Currently, the legal knot between a couple can be tied by a notary public, a lawyer, a judge or an ordained member of the clergy in Maine. (It can also be performed with a temporary authorization by someone who is not a Maine resident). I believe the state of Maine could, and should, determine that the civil and legal rights of couples ought to be conferred only by a notary public, a lawyer or a judge. This could be called a ?civil union? or ?marriage? or any term the state chooses to give it.

The sanctification, celebration or confirmation of the relationship, with no legal aspects to it, could be performed by an ordained clergy member, or any other person chosen by the couple. This could be called a ?wedding? or ?commitment ceremony? or ?marriage? or whatever term the public and participants give to that event. Couples would not need to go through this second ceremony to gain all the legal rights that any couple currently ?married? now has.

While this separation doesn?t resolve all differences of viewpoints, it does more easily allow those with opposite views to maintain their own beliefs about what we now call ?marriage.? Those who want equal rights and treatment will get it through the legal ceremony; those who want to maintain their own religious and cultural ideas of what ?marriage? means to them will have it through their ?commitment? or ?wedding? ceremony.

This redefinition of who can perform ?marriages? creates a clearer separation between church and government, which has been a cornerstone of our political system for centuries. That blurred line has been a major part of the conflict surrounding marriage, since those with religious beliefs against same-sex marriage have opposed it, in part, because they see marriage as both a religious and legal institution.

This separation would clarify what the government?s role should be ? ensuring that certain classes of people are guaranteed their legal rights ? and where it shouldn?t have a role ? in how couples celebrate their relationship.

With this ?divorce? of civil rights from ceremony, religion wouldn?t have to worry as much about government telling it how to perform weddings, and same-sex marriage advocates wouldn?t have to be as concerned with religion trying to define loving relationships in a way that denies some couples their legal rights.

The 2013 Maine Legislature could accomplish this ?divorce? by altering those authorized ?to solemnize marriages? in Title 19-A of the Maine statutes. Currently, it includes justices or judges, lawyers who are admitted to the Maine Bar, notary publics, ordained clergy and nonresidents who obtain a ?temporary registration certificate.?

By limiting the right to ?solemnize? to only justices or judges, lawyers and notary publics, it would be clear that the ceremony was specifically for legal purposes. Couples could then celebrate and confirm their relationship in any way they chose ? religiously or nonreligiously, with or without clergy, or not at all.

I hope the Maine Legislature will consider and pass this change in the 2013 session.

UNDER-fire education secretary Michael Russell is set to be handed new powers to hire and fire college boards, it emerged today.

? Both Mike Russell and Alex Salmond had to apologise to Parliament on Thursday following misleading statements over college funding

Opposition parties are now calling for the plans to be ditched after Mr Russell found himself at the centre of a political storm last week amid claims of bullying and misleading Parliament.

But the call was dismissed as ?petty point-scoring? by a spokesman for Mr Russell.

Teaching leaders also waded into the row calling for an end to the ?personal spats and party political squabbling? of recent days.

Stow College board chairman Kirk Ramsay quit last week after a spat with the SNP minister and the controversy culminated in Alex Salmond and Mr Russell both being forced to issue embarrassing apologies to Parliament yesterday after misleading statements about college funding.

Ministers currently have powers to remove college board members over mismanagement, but new reforms of the sector will see this power extended to situations where a college of or regional board appears at risk of failing.

Labour education spokesman Hugh Henry said on Friday that Parliament must act to stop these changes.

?After Alex Salmond?s apology to parliament was dragged out of him, we now need Mike Russell to apologise to college staff, students, the 20,000 people on college waiting lists and the people of Scotland for the lies he told,? Mr Henry said.

?If Alex Salmond couldn?t do the right thing and sack him, and Mike Russell won?t do the decent thing and resign, we need at least to make sure that the Education Secretary?s power to bully and intimidate is curbed.

?The SNP government has plans to give Mike Russell the power to hire and fire college chairs and board members. That is at the heart of his power to bully and intimidate college leaders and must not happen. The power must be dropped from the SNP?s legislative plans.

?This is an education secretary who either lies, or is so incompetent he doesn?t know if college budgets are going up or being cut. He is manifestly unfit to run Scotland?s schools, colleges and universities.?

Mr Ramsay quit earlier this week after Mr Russell called for his head. The college chair had recorded a private meeting on the future of the college sector on a ?smart pen? and shared this with others. But Mr Ramsay insisted that 80-100 people had been present and denied behaving in a surreptitious manner.

A spokesman for Mr Russell dismissed Mr Henry?s criticism.

?This is pathetic ? after making 10 different resignation calls for just about every member of the Scottish Cabinet, Labour can?t even stick to their latest demand for more than 24 hours,? he said.

?The First Minister put the record straight and it is time for Labour to accept that and start focussing on the priorities of the people of Scotland instead of petty point-scoring. The Scottish Government is supporting our young people at college, helping them into work through opportunities for all and working to improve further education across Scotland with new college buildings, better courses and increased support for students.?

Larry Flanagan, general secretary of the Educational Institute of Scotland (EIS) hit out at the political row.

?While we want to see Scotland?s Further Education sector high on the news agenda, it was disappointing this week that this was based around personal spats and party-political squabbling,? he said.

The main college grant for learning and teaching has been cut by 20% and cost thousands of jobs in the past two years, Mr Flanagan said, while 44,000 college places were lost last year at a time of soaring applications.

?At a time of record youth unemployment, this is a scandal,? he added.

Labour are also calling on the Stewart Maxwell, the SNP convener of Holyrood?s education Committee to u-turn on his refusal to allow an inquiry into Mr Russell?s behaviour.

?Mike Russell clearly is not running education properly and it is the duty of the Scottish parliament to investigate his wrongdoing,? Mr Henry added.

?It is our duty to Scotland?s pupils, students and parents and the SNP cannot block that for party political reasons.?

A Scottish Parliament spokeswoman said: ?Any member of the Committee is free to suggest items to be added to the Committee?s work programme. The work programme is regularly discussed by the whole Committee.?

Meanwhile the Tories say they have uncovered a ?15 million shift in budget which shows that the funding fall between this year, 2011/12, and next could be far higher than first thought.

The statistics from the Scottish Parliament Information Centre (SPICe) revealed the First Minister?s claim that the 2012-13 college budget is ?546 million is based on the inclusion of a ?15 million transformation fund. But the Scottish Government?s own Spring Budget Revision indicates that the same ?15 million is in fact part of the 2011-12 budget.

That would make the 2011-12 figure ?570 million compared with ?531 million next year, representing a drop significantly more than the one per cent Mr Salmond told the Scottish Parliament on Thursday.

Fighter Jet Crashes Near Florida's Tyndall Air Force Base (VIDEO)

TYNDALL AIR FORCE BASE, Fla. -- An Air Force F-22 Raptor fighter jet crashed near a Florida Panhandle highway Thursday, but the pilot was able to eject safely and there were no injuries on the ground, the military said.

The single-seat stealth fighter, part of a program that has been plagued with problems, went down Thursday afternoon near Tyndall Air Force Base, just south of Panama City on The Gulf of Mexico. The pilot received medical treatment and a section of Highway 98 that runs through the base was closed as rescuers responded.

The crash was on Tyndall land and no one on the ground was hurt, said Air Force Sgt. Rachelle Elsea, a spokeswoman for the base where F-22 pilots train.

The Air Force said the plane went down in a wooded area near the highway.

The cause of the crash isn't clear, but the Air Force has been trying to address problems with the $190 million aircraft for several years. In 2008, pilots began reporting a sharp increase in hypoxia-like problems, forcing the Air Force to finally acknowledge concerns about the F-22's oxygen supply system. Two years later, the oxygen system contributed to a fatal crash. Though pilot error ultimately was deemed to be the cause, the fleet was grounded for four months in 2011.

New restrictions were imposed in May, after two F-22 pilots went on the CBS program "60 Minutes" to express their continued misgivings. The Air Force has said the F-22 is safe to fly ? a dozen of the jets began a six-month deployment to Japan in July ? but flight restrictions that remain in place will keep it out of the high-altitude situations where pilots' breathing is under the most stress.

Internal documents and emails obtained by The Associated Press earlier this year show Air Force experts actually proposed a range of solutions by 2005, including adjustments to the flow of oxygen into pilot's masks. But that key recommendation was rejected by military officials reluctant to add costs to a program that was already well over budget.

Canada eyes resources in Nigeria and Ghana as aid shrinks

With an initial focus on oil-producing Nigeria and mineral-rich Ghana, Ottawa is bolstering its trade strategy in Africa, but some within the international development and economic communities have expressed concerns about Canada's approach.

The Canadian government was criticised for cutting foreign aid a few years ago, and, in particular, when Africa felt the brunt. The Canadian International Development Agency ended bilateral programming in countries where aid efforts are hindered by high operating costs, including Rwanda, Zambia, Zimbabwe, Malawi and Niger. The agency also decided to reduce and concentrate its bilateral programming in five states, including Mozambique, Ethiopia and Tanzania.

Yet last month, after years of viewing the continent as mainly a foreign aid recipient, the Conservative government announced a trade mission scheduled for January encompassing the extractive resource industries and the infrastructure sectors related to energy, power generation and mining.

The newfound attention is not that surprising, given that Africa appears to be in the midst of an upswing. Between 1995 and 2010, Africa's annual average GDP growth was 4.3% a year, making the continent one of the fastest-growing regions of the world, Rudy Husny, press secretary to Ed Fast, the Canadian minister for international trade, wrote in an email to IPS. Solid economic growth is expected to continue this year and in 2013, he noted.

Approximately 100 Canadian companies operate in Ghana, which offers a politically stable business climate and respect for the rule of law, according to the trade ministry. The two countries reported C$321m (?200m) in bilateral merchandise trade last year, a 61% increase on 2010, Husny said.

In 2011, bilateral merchandise trade with Nigeria, Canada's largest trading partner in sub-Saharan Africa and the continent's most populous state, equalled more than C$2.7bn, a rise of 44% since 2010, the ministry states. The fledgling Nigerian-Canadian Business Association aims to assist Canadian and Nigerian companies in doubling trade to C$6bn by 2015.

Is trade, not aid, the answer in Africa? Without a doubt, there is growing attention on "the very interesting economic growth rates in Africa and also the wealth of natural resources that is very attractive for Canadian companies", acknowledged Sylvie Perras, the Africa-Canada Forum co-ordinator at the Canadian Council for International Co-operation (CCIC) in Ottawa.

This is why, she said, her organisation is pushing for the inclusion of a human rights impact assessment in all trade and investment agreements Ottawa strikes with foreign governments.

Last month, Canada concluded an investment promotion deal with Tanzania, a country that will see increased Canadian investment in several sectors including mining, oil and gas and transportation. Ottawa has also forged trade and investment initiatives with Benin, Burkina Faso, Cameroon, Ivory Coast, Ghana, Tunisia, Zambia and Senegal.

As the Canadian trade minister and his delegation head to west Africa early next year to unearth opportunities in the extractive resource industry and infrastructure sector, the CCIC is continuing to seek the strengthening of Canadian companies' corporate social responsibility policies, especially in relation to African mining activities. "This has very rarely been beneficial for African countries," Perras said. "We say that it creates jobs, or it creates revenue, but when we look at it more closely, it's not necessarily the case."

Mineral-rich countries have not spurred economic development for their local populations, according to a CCIC backgrounder, as high unemployment rates, debt and poverty are widespread in mining communities.

According to a report by the Organisation for Economic Co-operation and Development (OECD) issued this year, the drop in Canada's overseas development assistance (ODA) since 2011, as well as a decision to concentrate on fewer countries that are predominantly middle income, "may undermine the support [Canada] has given in recent years to poor countries with weak capacity, especially in sub-Saharan Africa".

Canada's net ODA fell to C$5.3bn last year, a decrease of 5.3% from 2010, states the peer review published by the OECD's development assistance committee.

The OECD advised Canada and other nations to ensure that development objectives and partner country ownership are key to the programmes it supports, and that there is "no confusion" between development aims and the promotion of commercial interests. Canada's Official Development Assistance Accountability Act, which was enacted in 2008, directs that aid should consider the perspective of the poor, human rights obligations and environmental standards, Perras added.

Although Canadian foreign aid is still extremely important to Africa's funding of health, governance, education and NGO development, conceded Lucien Bradet, president and CEO of the Ottawa-based Canadian Council on Africa, "what we have neglected in the past is being part of the economic development of Africa in a sizeable manner". "We are not doing a good job," Bradet told IPS.

Canada's bilateral trade with Africa jumped from an annual C$2bn at the beginning of the 21st century to C$13bn, but it would be feasible to increase these numbers by 15-20% a year, he said. In comparison, China, India, Turkey and Brazil are boosting their trade and technology relationships with Africa by 25-40% a year, he noted, with China's trade growth dramatically leaping from $10bn a decade ago to $160bn (pdf).

Economic development offers an improved standard of living to developing-country populations through investment and trade, and allows locals to manufacture, export and establish their own enterprises, Bradet said. The more Canada facilitates these activities, the more it will be perceived as a "significant partner in Africa, not only in aid but in economic development", he added.
